Let's Win a Comprehensive Gas Ban
San Franciscans: now is our opportunity to pass the most ambitious climate emergency legislation in San Francisco history. Nearly eight months ago, Supervisor Mandelman committed to introducing legislation banning natural gas in all new construction on or around Earth Day (April 22, 2020). We have to keep the pressure on him and his colleagues to ensure the strongest possible legislation.

What does strong legislation look like?
- It bans natural gas in all new buildings, applicable at the earliest stages of the permitting process. Tall, industrial or laboratory buildings must not be excepted.
- It provides that narrow exemptions may only be granted only on a case-by-case basis as deemed to be in the public interest through a public process and subject to appeal.
- It immediately requires any exempt building to be electric-ready, i.e., to install sufficient electric service, conduit, wiring etc. to facilitate future full building electrification.
- It considers and consults the needs and wishes of the community groups most impacted by pollution and new construction, is adequately funded/enforced, and designed to achieve a just and equitable transition to all-electric new buildings.
Such legislation will ensure that low-carbon electricity becomes the energy source for all appliances in these buildings. This is how we stop expanding the dangerous, methane-leaking gas line infrastructure, and prevent additional and inequitable contribution to local and upstream air pollution.
